Images to One PDF (with Size Limit)

Choose one or more images; each becomes one page. Reorder, rotate or remove pages, pick a page size. Set a maximum size and the tool lowers image quality until the PDF fits.

How to use

1. Add your photos or scans.
2. Use ↑ ↓ to order pages, ⟳ to rotate, ✕ to remove.
3. Pick page size and margin; set a size limit if the portal has one.
4. Create the PDF and download it.

How it works

Every image is drawn onto a canvas, re-encoded as JPEG and embedded in a PDF page that is built directly in your browser. A search over JPEG quality, and then image dimensions, finds the largest version that stays under your limit. Transparent areas become white.

Are my files uploaded? No. The PDF is built locally in your browser.

How does the size limit work? Each page image is re-encoded as JPEG and the quality (then the dimensions) is lowered until the whole PDF fits under your limit, if that is possible.

Can I merge existing PDF files? Not yet. This tool turns images (photos, scans, screenshots) into PDF pages.
